Past simple without specific time

So, it means whenever we write simple past sentences without specific time we can write those sentences in two ways one is with mentioning time and one is without mentioning time like following :

They painted their home.

or

They painted their home Last week or any specific time.

Please answer my this question and don't give me examples.

One more thing,In past simple whenever I know the specific time in our mind. It is my choice, if I wanna mention it or not?

It entirely depends on the context. If the specific time is information that the other person needs in order to properly understand what you are saying, then you should include it. If it is not important, or you don't know, or it is obvious from the wider context, then it might be omitted.

I think that one way or another, either because it is directly mentioned, or because it can be inferred from context, we normally want to understand at least approximately when something happened. Otherwise the statement is very vague. For example, if you say "I met Sally", with no other information or no other context, then when did you meet her? Today? Last month? A year ago? Because we are unhappy with this vagueness, we try to make an assumption. In this case the assumption would be, in the absence of any other information, that you met her recently.
