Past Simple vs Past Progressive

Hello, everyone! I am confused between PS vs PPr in this sentence. I am quite sure that the right option here is (was driving) but I can't explain according to the grammar rules. Usually (last week) refers to Past S. And I know about the rule (the action in progress(PPr which was interrupted by another one PS) What about this situation?
Last week the police stopped Alan in his car because he.....at over 80 miles an hour.
1) was driving
