Past simple or present perfect

Every immigrant that has ever come to this country has come here/came here by ship.

Should I use the past simple or the present perfect? THank you.

Either one will do just fine. My personal preference is for a repetition of 'has come'. It has a good rhythm that's lacking with 'came'.
