past simple or present perfect?

Till 2011, most schools have reported that more than 75% of all classrooms are networked.
or
Till 2011, most schools reported that more than 75% of all classrooms are networked.

Which one is right? In my opinion, the present perfect means that the schools in question have still been reporting about it from 2011 on whereas the simple past means that the reporting was not continued after 2011.
