past simple or present perfect

Sorry it took so long but this is the first time we've had overseas purchase and we had to figure the cheapest way to send and our weather has been really bad which made traveling hard

I do understand the use of present perfect "have had" cause they may have other overseas orders in the future . But why did the author choses past simple "had to figure" because if they have some new overseas orders they will be obliged one more time to figure the cheapest way to send them:it may happen another time, I would have chosen present perfect not past simple
