Past simple or past perfect?

Hi friends!

What's the best verb tense:
a) We had a difficult decision between visiting Austria and Switzerland. Eventually we DECIDE to go to Austria.
or

b)We had a difficult decision between visiting Austria and Switzerland. Eventually we HAD DECIDED to go to Austria.

I would use the past simple (decided), because if I use the past perfect, it will be as if that decision process came before the difficulty. But, here, events are already in order. e.

I would use the past simple (decided), because if I use the past perfect, it will be as if that decision process came before the difficulty. But, here, events are already in order. i.e. We had a difficult decision... We decided to go...
