Past simple or past continuous for simultaneous actions

Dear teachers, can we use the following two structures interchangeably when we want to express two simultaneous actions?

I was watching TV while Jenny was cooking.
I watched TV while Jenny cooked.

I think we cannot .With while,we use past continuous and past simple or two past actions in progress ( past continuous)
