past simple or continuous

Hi is this a correct sentence??; But while they were leaving the moon, the flag fell over.
Or is the first part a past en the second one past continuous ??
Sometimes it's quite difficult, to decide

It is wrong to write: The flag was falling over while they left the moon.

I prefer to capitalise "the Moon" (assuming you mean the satellite of Earth).
