Past Simple instead of Present Perfect?

Hello,
why is the following sentence written in Past Simple and not in Present Perfect?
"who ever heard of him?"
I thought that if there is "yet", "just", "ever" etc. the Present Perfect should be used, like in: "They have just arived".

In fact, this sentence was written in a book that its grammar is very accurate, so I wanted to know if maybe I'm missing something.
