past simple and past perfect

"I saw Gary Dale when I was in town. I hadn't seen him for ten years."
We use past perfect for action that happen first, why I hadn't seen him for ten years use past perfect, my students ask me, I was in town is first action why I han't seen him for ten years is first action??? can you help me
