Past sentence

I am struggling to make a sentence please help. I am trying to explain the scenario.


Suppose I were to get refund amount of something on 12 july but haven't got so far so I complained that

I must have gotten my refund on 12 july what is it taking so long?

I was supposed to get my refund on 12th july

I had to get my refund on 12th july

I should have gotten my refund on 12th july.

What would be the appropriate line in such scenarios that something had to happen on a date but it wasn't done.
