Could you tell me what are differences between A and B in term of meaning?

Why isn't the 'would' used in the B)?

Is there any explanation for that?

AnonymousIn my opinion, in A) there is a notion that maybe it's not so sure, it could be somehow reversed, or there will be some follow-up to that announcement. In B) it's done; the university decided it and this is an unequivocal decision - don't expect that it can be changed.

There's no reason to use the conditional 'would'.
