Past perfect tenses needed after the word "as"?

Hi. I think the first one doesn't need to be in past perfect passive although it could be in it and use the passive past tense "was told," But the second one needs to be in past perfect. Am I right?

1. He did the work as he had been told.

2. He did the work as Joe had told him.

There's no time factor difference here. The change to passive voice doesn't change the sequence of events. Simple past works in both cases, but the past perfect makes it clear than the instructions were completed before the work began.
