Past Perfect Tense Vs Past Tense

I am now reading a book. I saw a sentence,

"Laurence Powell had been born in New Jersey in 1963 and learned to be self-sufficient at an early age."

My question is, why did the author use the past perfect form instead of a simple past tense?
