Past perfect tense

Hello, I would like to know whether the sentence below makes sense to a native speaker:

"In fact, according to a 2014 Eurobarometer survey, 49 % of Czechs had crossed the EU border at least once in their life, as opposed to Italy with 37 % and Spain with 29 %."

I used the past perfect tense since I feel the people had traveled before the survey was conducted. But is it correct? Does it sound natural? Any suggestions?
