Past perfect tense

Hi guys,

I was reading a newspaper and came across the following sentence, and to clear my further understanding regarding past perfect tense, I inserted the word "had" in the sentence to indicate that the action of raid was performed/occurred before the action of arrest, Will this sentence still be correct with the word "had"? The original sentence is without the word "had".

"Malaysian inspector-general of police Mohamad Fuzi Harun said four Malaysians and three Indonesians were detained after police had raided the fishing boat"
