Past perfect tense

"The company had promoted the product by claiming that the black currants in Ribena had four times the vitamin C of oranges."

The sentence above is from a text book and I think that had promoted is a past form of have promoted, but some says the reason there is had promoted in the sentence is that it happened before the result came out, but I still think it is related to perfect tense. What do you teachers think about it?

Thank you so much as usual and I really hope to hear from you.

"I was surprised that the company had promoted the product by claiming that the black currants in Ribena had four times the vitamin C of oranges."

And now I know why had promoted was written in the sentence, but I am wondering if

The second sentence is also possible, but much clunkier.
