past perfect simple

well I have just read in my english book the following sentence.

¨She started driving before he had fastened his seatbelt¨,

my question is, I have understood past perfect is utilised to make reference to a prior action than the one in past simple.
here in this sentence I observe the opposite, now that;
She started driving (before):this indicate that was prior but it is in past simple and right after: he had fastened his seatbelt
