past perfect question

Hello. I have come across a possible error in the book First Certificate Language Practice: in the Past Time chapter (p3) the following gap fill sentence is given:
Usually, whenever Peter (1)____ home from a trip he (2)_____ his passport in his desk drawer, but in January, after a trip to Poland, he (3)____ his passport in the pocket of his overcoat.

The answers provided by the answer key:
Usually, whenever Peter (1)_returned___ home from a trip he (2)__would put___ his passport in his desk drawer, but in January, after a trip to Poland, he (3)__had left__ his passport in the pocket of his overcoat.

My question is: why do you need the past perfect in gap #3? I thought the past perfect indicates that the event happened BEFORE another event in the past. But in this case, Peter leaves his passport in the pocket of his overcoat AFTER his trip to Poland.

Can anyone clarify this?
