Past perfect or simple past

Hi Everyone,


I was just reading the news online and wondered about the following sentence:

"Earlier, Mr Rossello had said the efforts were moving forward."

Is it really necessary to use the past perfect with the time expression 'earlier'? We only need the simple past here, right?
