Past Perfect Continuous vs. Past Continuous

Greetings!

1. Past Perfect Continuous:

Tam had been listening to the news when the explosion occurred.

 2. Past Continuous:

Tam was listening to the news when the explosion occurred.

As I am a teacher of English (non-native), I understand the main uses of both tenses. But are they overlapping here to give the same meaning?

The Past Perfect Continuous Example was taken from a gramma book called Grammar Dimensions 4 by Jan Frodesen and Janet Eyring, page 24, lesson: Review of Perfect Progressive Verbs.

Yes.

But with no other context, most native speakers would use the past progressive.
