past perfect continuous or past continuous ?

Could someone do me a favor and tell me if  the following statements are correct?

1-When we left the air port,It was raining as usual.
2-When we left the air port,It had been raining as usual.

To me distinguishing between past perfect continuous and past continuous is very difficult .Any help is greatly appreciated .
