Past perfect continious pr present perfect continious

Hello, could you tell me whether it would be more appropriate to use past perfect in the following abstract from Sky News
""He definitely is a very interesting character and talent," said Mr Bizyukin mirroring the effusive, 24/7 praise that government-controlled media HAS BEEN heaping on the American billionaire's shoulders. The quote by Mr Bizyukin is a past action, right? and the media has been heaping praise before that action in the past. Thanks

Sky News makes the point that they are still heaping the stuff. They haven't stopped, and there is no indication that they will stop in the near future, so present perfect is used.
