Past perfect confusion

Hello, I have a problem unterstanding past perfect in this sentence:

And though he enjoyed the theatre he had not seen a play for twenty years.

This part "he had not seen" have the estructure of past perfect subject + had + past participle verb, but from the videos I've seen on youtube the explanation for past perfect is that it is used when we have 2 actions in the past and we have to especify what took place first, however I can't see this is the case, or it is?

If it is not the case then the estructure subject + had + past participle verb is not only for past perfect but then what name have this use?
