Past perfect can be used only when you have an action which precedes another action in the past?

Is it a must to have another action there?

I had never met him before he became our teacher in 2006.
I had never met him before 2006.
I had never met him before then.

Are the above sentences correct?
If the second and third sentences are incorrect, then which tense should I use?

They are correct. For past perfect, you only need a time reference in the past to act as the ending point relative to the main action.

The reference may be in a prior sentence. I settled in Boston in 1950. Before that, I had wandered around aimlessly.
