Past perfect by the time

Hi Emotion: smile

Can someone explain to me why the answer to the 1st exercise is

'By the time the firemen had arrived/arrived, the house was ablaze...'

Why past perfect after 'by the time' and past simple in the second part of the sentence.

I'd say it should be 'had been ablaze'.
