Hello guys,
There is sentence practice below but i'm not agreed with the answer. Could you please help me?
The Chinese embassy didn't directly solve my problem, but i feel thankful that it ________ me some advice, even if it wasn't exactly conventional.
The answer given is "offered" but i think it should be " had offered" because the action " offer" , i think, happened before i realized that it wasn't exactly conventional. So, i think it's supposed to be "had offered" but i was wrong. Why?
