Past perfect and present perfect

Hi, there! Could you please explain the peculiarities of backshifting. " He has become less popular that he was" or " he has become less popular that he has been " or " he has become less popular that he he had been". What does using accordingly past simple , present perfect And past perfect in the second part of the sentence impliy grammatically ? Thanks a lot .
