Past perfect and past simple

He received the same thing I did last year/ had the year before. Can both be used. Is it impossible to say "I had (received) + last year"?

He said he had to hand in an essay. I didn't do anything because I handed it in about 2 weeks ago/ I had handed it in 2 weeks before. <-- Wondering the same thing about this example.
