past perfect and past simple

Hi teacher

Could you please let me know if these sentence are possible

1)That was not the first time (that) someone has needed me.
2)It was not the first time (that) someone had fired at Eric while he walked to school.
3)It was not the first time (that) someone suggested that punitive measures awaited my procreative ways.

I think the first is not possible because was is past and has needed is present perfect (it begun in the past and last until now).
I think the third should use past perfect" had suggested "because it had already been done before.
Third seems strange but possible

what do you think ?

"was "means the past and" has needed" means past up till now , so this possible
What will be the difference between
It was not the first time (that) someone suggested that punitive measures awaited my procreative ways. and that
It was not the first time (that) someone had suggested that punitive measures awaited my procreative ways.
that would say that sugg

It says nothing about the order of those events. The second is merely emphatic.
