Past Perfect and after

Here is the sentence:

Lochte had been charged with falsely communicating a crime to authorities after he gave an interview to NBC in which he said he and three other members of the U.S. swim team had been stopped and robbed at gunpoint as the cab they were in tried to pull away from the service station.

Here is my question:

As I know, the past perfect's action always happens before another relative action, however, in this sentence, the action 'had been charged' obviously happened after the action 'he gave an interview' because I had gotten the news before. So I was very confused. I hope you can help me, thank you!
