PAST PERFECT, ACTION COMPLETED

Hello

Is there any meaning differences in those sentences ?

I refused to pay until the waiter had excused.
I refused to pay until the waiter excused.

I know I am not obliged to use past perfect because until tells which action takes place first , so if I used past perfect does it mean that I emphasize
the completion of the action ?
