Past Perfect

"How sad! George (dream) dreamed of going to California before he died, but he didn't make it. He (see, never) never saw the ocean"
That's the correct answer.
But why not this one?
"... George had dreamed of going... "

That is also correct, but it duplicates the function of "before", so it's not necessary.

Past Perfect is not wrong. But we commonly just use Simple Past when words like 'before' and 'after' make the sequence of events clear.
