Past Perfect

I found this sentence online this morning. Should the 'second event' be in the simple past rather than two versions of the past perfect?

1. Mrs Bishop had faced fierce criticism for more than three weeks, since it was first revealed she had spent more than $5,000 chartering a helicopter.

Can we say this instead:

1. Mrs Bishop had faced fierce criticism for more than three weeks, since it was first revealed that she spent more than $5,000 chartering a helicopter.
