Past Perfect

Is this sentence correct and why?
During the last century these definitions had changed.

It may be possible if said from the viewpoint of a past time. For example: "In 1605 the situation was quite different. " However, I personally prefer to reserve "last" for the "relative to now" case, and to use "previous" in cases like the above.
