past perfect

Hello teacher

shall I write

He wrote that he did not find the time to do it yet but was going to do it .
He wrote that he had not found the time to do it yet but was going to do it.
I think sentence 2 means he was going to do it so may be it would be better to write
He wrote that he had not found the time to do it yet.

Oh, it is OK as a sentence, but it is wrong for the original idea, which requires past perfect to show that he was unable earlier to find the time.
