past perfect

hello teacher

Here are two sentences one is past perfect and one with past simple

1)John was all wet because he had washed the car.
First he washed then he was wet past: perfect justified
2) Our dog felt guilty. He took all the meat
why he took , not had taken
Is it because while he was taking the meat he was feeling guilty
,both actions took place in the same time.It seems a bit strange cause when he took the meat , the dog must have been happy it is only after taking the meat that it should have felt guilty
