past perfect

And when he picked up) the book she had dropped while walking up the stairs to the chemistry-lab, Jane had just looked at him saying nothing

This means that Jane first looked at him before he picked up the book . Am I right ?but I think it is a bit strange cause to my opinion it was while he was picking up the book that she was looking at him not before
Picking up and seeing are simultaneous

Thanks for your answer

But the exemple I ve chosen is from a corrected excercise and the answer is" had just looked."So why past perfect?
May be the girl looked at him, then dropped the book and was not looking at him when he picked it up . But as you I find it strange.

Thanks a lot

Why did you correct" I have chosen": I thought I could use present perfect cause it had an impact on the present
. If I had not chosen this exemple, I would not have answered and asked for a second reply. In addition to, the verbs of this sentence are all used with present
Would you mind to give me an explaination?
