past perfect

Hello teacher

I saw this sentence :

A german farmer was not happy to find a group of 40 trance music fans that had organised a mini-festival in his field without asking his permission but they refused....

I would like to know if we can write

A german farmer was not happy to find a group of 40 trance music fans that organised a mini-festival in his field without asking his permission but they refused......
I think past simple is possible because it is an evidence that the organisation is before the rave .It is very clear without past perfect

What do you think ?
