past perfect?

Hello teacher

Is this answer possible for you

had they walked the dog yesterday when the storm started? because the answer was
Were they walking the dog yesterday when the storm started?

I think both are possible in the first one I consider that the first action
walking the dog and this action was completed before the storm

can we wrote that

Had they walked the dog yesterday when the storm started?

Because I did an exercise where you had to choose between past tenses and the answer was

Were they walking the dog yesterday when the storm started?

Had they walked the dog yesterday when the storm started?
Were they walking the dog yesterday when the storm started?

Both of those sentences are fine, but they have different meanings, which may or may not fit into the given context.
