past perfect

hello dear teacher
why  do we use past perfect only for had picked up and not transcribed cause both actiont happened at the same time 
Is it only to say both action happened before  the stardate which is the reference date

Captains log, stardate 10.3.12: The Lloyd Pack 7" ep is finally realized. We had picked up a distress signal some weeks back, the call letters unclear, but seemingly emitted from a slow & hostile planet known only as URP. The data transcribed mentioned project (Lloyd Pack), title, (Know Your Lloyd Pack), participants (Russell Walker, Letha Rodman Melchior, Dan Melchior) & facilitator (Siltbreeze).

Anon, Please capitalize and punctuate correctly, at least try. After all this is an English forum. Past perfect use is absolutely correct here because a captain's log is the record which detailed many events as they happened in the past that that we are reading at the present.

Past perfect use is absolutely correct here because a captain's log is the record which detailed many events as they happened in the past that that we are reading at the present.

terribly sorry for lack of ponctuation and capitalisation
So if I understand clearly your answer:
It means that captain log is already in the past . So both action
picked up and transcribed happened before the captain log was send .
But what I dont understand it is why we don't use PP for both action
picked up and transcribed cause they happen at the same
