Past perect and present perfect

"It's been very dramatic. There are for-rent signs all over the place. Stores are closing, restaurants. Foreign brands are no longer opening branches as they had been" Please explain why is past perfect used it the author talks about the present? Thanks

Foreign brands are no longer opening branches as they had been (opening branch locations a few years ago.)

"Had been opening" expresses a past action that continued for some period of time, but completely stopped in the past.
