past participle or pasive voice??

what kind of structure is used in the following sentence?

'Being bitten by the vicious dog was quite a misfortune for Tommy

Being bitten is an abbreviatin of ' he was being bitten' or .....?? and the whole sentence is active or passive voice???

having been biting (perfect progressive) [ not used much ]

Passive:
being bitten
having been bitten (perfect)
having been being bitten (perfect progressive) [ almost never used ]

So your example is a simple passive gerund.
