Past or Present Tense?

If this was antagonistic—or if writing about it is—it was/is also understandable, unifying, strategic.

Very confused on this one. Do you pick up with the present tense or revert back to the past tense? Does the "—or if writing about it is—" makes this sentence impossible to finish? If needed, feel free to seek a second opinion. This is a real stumper. Thanks.
