Past or Present Tense

Hi,

I saw and comment a picture of my friend mimicking someone taken a few days ago. Should I say," was the picture showing a superstar or it was supposed to be somebody else?"
or should I say, "is the picture showing a superstar or it is supposed to be somebody else?"

Thanks,

If you are looking at the picture now, say
eg "Does this show a superstar or it is supposed to be somebody else?"

If you are speaking now about a picture you saw yesterday, say
eg "Did the picture show a superstar or was it supposed to be somebody else?"
