Past or present perfect

If I re-write a card and then send it away, which is the better way to write:

I decided to re-write this letter or
I have decided to re-write this letter.

Imagine that my friend broke his leg 2 months ago but his leg is still in cast because of a medical problem, when another friend who doesn't know his situation asks me about him, should I say "he has broken his leg" or "he broke his leg"?

You can say whichever one you want. I would say "He broke his leg", but both are correct.
