It does depend on who's saying it but normally people would use the present perfect as they still could do something even more stupid yet. If it was being said by a very old person who wouldn't live much longer they may use the past simple but generally the present perfect is used.

Both are correct. The past tense is commonly used in American English with always, never and ever:

From the fluency and linguistic point of view, "ever" is normally used in the present perfect context; even though there are those who don't care much about the finer point of grammar do use it in past tense.
