Past or past perfect with until

1)I was waiting until everybody ____ the meeting place.

a) left
b) had left
c) would have left

Ans:- (b)

Shouldn't the answer be (a)?

I don't know when to use 'past simple' and 'past perfect' with until.
Besides this,I am not able to understand how 'had left' fit in the above sentence.
Please guide me.

'left' is also correct.
