Past Infintive

I never heard of a past infinitive until today when I encountered it while doing sentence correction for one entrance exam preparation.

I would like to know the difference between these 3 sentences:

1. He claimed to possess a pen.

2. He claimed to have possessed a pen.

3. He has claimed to have possessed a pen.

Can someone please explain the differences between them. What is the appropriate usage of them?
