He just didn't/hasn't come to the organization International Bureau's meeting, which was/has been poised to decide on whether he would hold his prestigious position any longer. (the event occurred recently)

Could you please tell me which tense should be here (in my opinion it's PP) and whether the sentence is correct in overall.
